Pennsylvania Republican Gov. Tom Corbett is set to sign into law a
bill critics say will trample the free speech rights of prisoners. Last
week, lawmakers openly said they passed the legislation as a way to
target one of the state’s most well-known prisoners: journalist and
former Black Panther, Mumia Abu-Jamal, who was convicted in 1982 of
killing of a Philadelphia police officer, but has long maintained his
innocence. During a late night vote last Tuesday, the Pennsylvania House
unanimously approved the "Revictimization Relief Act," which authorizes
the censoring of public addresses of prisoners or former offenders if
judges agree that allowing them to speak would cause "mental anguish" to
the victim. The measure was introduced after Abu-Jamal delivered a
pretaped commencement address for graduating students at Vermont’s
Goddard College earlier this month. We air Abu-Jamal’s response to the
bill and speak to Noelle Hanrahan, founder of Prison Radio, which has
been recording and distributing Abu-Jamal’s commentaries from prison
since 1992.

now to Pennsylvania, where today Governor Tom Corbett is set to sign
into law a bill critics say will trample the free speech rights of
prisoners. Last week, lawmakers openly said they passed the bill as a
way to target one of the state’s most well-known prisoners: journalist
and former Black Panther Mumia Abu-Jamal. He was convicted in 1982 of
killing of a Philadelphia police officer, has maintained for a long time
his innocence. The bill comes as Corbett and other lawmakers face stiff
competition as they run for re-election. AMYGOODMAN:
During a late-night vote last Tuesday, the Pennsylvania House
unanimously approved the so-called "Revictimization Relief Act," which
authorizes the censoring of public addresses of prisoners or former
offenders if judges agree that allowing them to speak would cause
"mental anguish" to the victim. The measure was introduced after Mumia
Abu-Jamal delivered a pretaped commencement address for graduating
students at Vermont’s Goddard College earlier this month. The speech was
opposed by the widow of Daniel Faulkner, the police officer whom
Abu-Jamal was convicted of killing. Pennsylvania Governor Tom Corbett
expressed his support earlier this month for the new law that could
prevent similar speeches in the future.
GOV. TOMCORBETT:
While law-abiding citizens are entitled to an array of rights, from
free travel to free speech, convicted felons in prison are in prison
because they abused and surrendered their rights. And nobody has a right
to continually taunt the victims of their violent crimes in the public
square.
AARON MATÉ: The American
Civil Liberties Union of Pennsylvania has criticized the new
Pennsylvania measure, calling it, quote, "overbroad and vague," and
unable to "pass constitutional muster under the First Amendment." But
that has not stopped Governor Corbett from saying he will sign [it into
law] this afternoon. AMYGOODMAN:
On Monday, Mumia Abu-Jamal spoke with Noelle Hanrahan of Prison Radio
Project about the passage of the so-called Revictimization Relief Act,
in what could be one of his final media interviews for some time.
MUMIAABU-JAMAL:
It’s amazing, when you think about it, because—on two fronts, I should
say. Of course, the first front is constitutional. I mean, this is a
blatant, naked violation of Article I, Section 7, of the Constitution of
the Commonwealth of Pennsylvania, which specifically grants the right
of free speech to all people in the commonwealth, and, of course, the
Constitution of the United States, which fairly recently, in the Snyder v. Phelps
case—you remember? The preacher who went around to funerals? Well, he
caused, I think, a great deal of emotional distress to veterans’
families. This is what the U.S. Supreme Court said in Snyder.
They said that the First Amendment trumps emotional distress. That’s
recently, and that was an eight-to-one decision. Look it up. But what’s
more important to me is this, that during their discussions, right?—that
I’ve heard about; I didn’t hear it, I don’t have access to a
computer—members of the General Assembly of Pennsylvania said they did
not hear the speech, did not know what the speech was, but, in any
event, it was for a judge to determine whether it was unconstitutional.
These are people who took an oath of office to protect and defend and
uphold the Pennsylvania Constitution and the Constitution of the United
States blatantly acting unconstitutionally in office. That’s one point.
Here’s the second point. This is theoretically or reportedly based on
emotional distress. Think about being a student at Goddard College when
police, by the hundreds and—and threatening these students at their
graduation with rape, murder, assault, attacks. These are police writing
emails, calling on phones, threatening administrators and students. How
about their emotional distress? And all they wanted was to hear from
one of their alumni. I went to that college. I’m a part of that college.
I spent years at that college as a student. And when I went back and
graduated, I am a part of that college forever. And they wanted to hear
from me. They called and asked and wrote to me and said they wanted to
hear from me. So, I think those things should be a part of your
considerations.
AMYGOODMAN:

recorded Monday by our guest, Noelle Hanrahan of Prison Radio, who we’ll
talk to in a moment. This is another clip from their conversation, when
Mumia Abu-Jamal expresses concern that Pennsylvania Governor Tom
Corbett would sign the so-called Revictimization Relief Act in order to
benefit politically.
MUMIAABU-JAMAL:
The press ignores prisoners, as a rule. Most of what happens in prisons
are never or rarely reported in the press. I would say this. If you
wish, read Live from Death Row, and find out—this book that was
written years ago—find out how true it was, how accurate it was, how
many of the states that began this hellacious mass incarceration are now
decarcerating because their budgets are busted.
You know, we’re talking about a bill—again, let me kind of rephrase
this—this is a bill that is signed into law by unconstitutional Tom
Corbett, probably the least popular governor—Republican governor, I
might add—in the United States, who is facing a virtually unknown
opponent who has 20 to 25 points on him, right? At last count. This is a
political stunt by a failing politician who is seeking support by using
fear. Right? Politicians do it all the time. But this is
unconstitutional Tom’s latest attempt to stroke and build up his
political campaign, his failing political campaign.
When you asked about the press, for most of the press, prisons don’t
exist, right? Silence reigns in states all across the United States. But
I went to court. I was forced to go to court by the commonwealth of
Pennsylvania. And I won, in a case called Abu-Jamal v. Price,
which gives me the right to write. Now they’re trying to take away my
right to read my own writings. How unconstitutional is that?
AMYGOODMAN:
That was Mumia Abu-Jamal in what could be one of his final media
interviews for some time. He was a resident on Pennsylvania’s death row
for 29 years before his sentence was overturned in 2011, award-winning
journalist whose writing from his prison cell has reached a worldwide
audience both through Prison Radio commentaries and through his nine
books. We had hoped to have him on with us today. That interview was
recorded by Noelle Hanrahan yesterday. But though it was all set up, we
have not been able to reach him yet. He would have to call us. We’re
joined, though, now in Philadelphia by Noelle Hanrahan, the
investigative journalist and founder and producer of Prison Radio, which
has been recording and distributing Mumia Abu-Jamal’s commentaries from
prison since 1992, for more than 20 years.
The significance of what we expect Governor
Corbett to do today, Noelle Hanrahan, and what it means not only for
Mumia Abu-Jamal, but for prisoners around the state?
NOELLEHANRAHAN:
This is about Mumia Abu-Jamal, but it’s really about all prisoners and
what the journalists have to know from inside prisons. Our society
really has this incredible incarceration addiction. And we need to know,
as journalists, what’s going on inside. So it affects Robert "Saleem"
Holbrook, a juvenile lifer who’s in Pennsylvania. It affects Bryant
Arroyo, who’s a jailhouse environmentalist and lawyer inside Frackville
prison in Pennsylvania. It affects our ability as a community to get the
information that we need to make decisions.
And as you know, around Mumia’s case, he’s
been censored before. Mumia was one of the main ways in which the
Pennsylvania Department of Corrections shut down prisons to journalists.
Prisoners cannot have visits by journalists with cameras and equipment.
They can only have in-person visits not even with a paper and a pencil.
So this is another attempt for the Fraternal Order of Police and the
Department of Corrections and Tom Corbett to really silence what we, as a
community, need to know and the information we need to get as
journalists, and the voices and the First Amendment rights of prisoners.
AARON MATÉ:
Noelle, this bill is framed as one that’s protecting the rights of
victims, but your response to that? And on the issue of the First
Amendment, which you raise, is there a plan for a legal challenge?
NOELLEHANRAHAN:
I think that the Fraternal Order of Police is motivating this bill and
that Corbett is using it for political advantage. But also, this is not
about crime victims. It’s really about reframing the narrative that the
Fraternal Order of Police need to reframe. So it’s shifting the
narrative after the wake of Ferguson—
AMYGOODMAN: We have five seconds.
NOELLEHANRAHAN:
—to really pose them as the victims, when we all know, many of the
people who deal with the criminal justice system, hey, one in 46 people
in this country are going to do jail time and prison time, one in three
black men. It’s really killing black men. It’s really affecting our
culture. We spend more money on preschools—more money on prisons than
preschools. So, it’s reframing it in their way.
AMYGOODMAN:

been looking at this whole Kenyan Mall attack that has been going on
and I find it extremely suspicious. Remember Entebbe which was an

A major assault is ongoing against al Shabaab gunmen in
Nairobi, but most hostages have been freed, say the Kenyan Defence
Force.
Up to 15 terrorists are understood to still be inside the Westgate
shopping centre but according to Kenyan officials the army has taken
control of most of the complex.
Kenyan military spokesman Colonel Cyrus Oguna told Sky News: "We cannot
reveal the numbers of gunmen we suspect are there but we estimate the
operation will end very soon.
"We do not negotiate with terrorists and that position has not changed.
Everyone who has been rescued is being checked to make sure none of the
terrorists escaped during the dragnet."
The Kenyan Red Cross say nine more bodies have been discovered raising
the death toll to 68. At least 49 people are still missing.
Gunshots and explosions have been heard in and around the Westgate centre and soldiers have been moving into the building.
Police conceded that the death toll could be "much, much higher", after reports from inside of multiple bodies.
The attack began when gunmen from the Islamist al Shabaab group burst
into the upmarket mall on Saturday afternoon armed with guns and
grenades.
Unconfirmed reports suggest women as well as men took part in the attack.
Some of those killed were reportedly executed after failing to recite a
Muslim prayer at gunpoint. Others were shot at the entrance to the mall
as they tried to escape.
The Kenyan Red Cross estimate at least 200 people have been injured.
The group have set up a webpage for anyone worried friends or relatives might be caught up in incident.
A Foreign Office spokesman said three Britons were among those killed and warned the number is likely to rise.
Prime Minister David Cameron condemned the "despicable attack", saying it was an act of "appalling brutality".
"Because the situation is ongoing, we should prepare ourselves for further bad news," he added.
More than 1,000 people have so far been evacuated from the shopping centre but an unknown number remain inside.
Security forces have taken control of the upper and lower levels of the
building, and an army spokesman told Sky News they were trying to
secure the second floor where the terrorists may be hiding.
Other reports suggested the attackers are holed up in a toilet block next to a supermarket on the ground floor of the complex.
Two Canadians are confirmed to have been killed in the attack, while
two French citizens and a Dutch woman are also among the dead.
The Somalia-based al Shabaab militant group claimed responsibility and warned of further attacks.
President Uhuru Kenyatta said one of his nephews and his nephew's fiancee were among the 68 people confirmed killed.
"They shall not get away with their despicable and beastly acts," the
President said in an emotional speech to the nation. "We will punish the
masterminds swiftly and indeed very painfully."
Saadia Ahmed, a radio presenter from Nairobi caught up in the attack,
said the attackers released people able to prove they were Muslim.
"I witnessed a few people get up and say something in Arabic and the
gunmen let them go. A colleague of mine said he was Muslim and recited
something in Arabic and they let him go as well.
"I saw a lot of children and elderly people being shot dead. I don’t
understand why you would shoot a five-year-old child. They were firing
at random at anyone who tried to escape."
Tales of survival are continuing to emerge as the siege continues.
Nahashon Mwangi said he was at work when he received a desperate telephone call from his son from inside the centre.
"Dad, I have been shot in the neck and hand. I am bleeding. Come and help me please," his son told him.
When he called later, his son, who survived the attack, replied: "Don't
call me again. I just want you to get me out of here. If they hear me
talking, they are going to kill me."

A witness to the attack by al Shabaab militants on a
shopping centre in Nairobi has told Sky News the gunmen killed anyone
who was not Muslim.
Saadia Ahmed, a radio presenter from Nairobi, said: "We heard three
explosions outside the building then all of a sudden we heard gunshots
and people ducked down.
"A lot of people were shot while they were trying to escape.
"I saw one of the gunmen with an AK-47 and later two of them were talking and it sounded like Somali or Arabic."
Ms Ahmed said the attackers released people who were able to prove they could speak Arabic.
"I witnessed a few people get up and say something in Arabic and the gunmen let them go.
"A colleague of mine said he was Muslim and recited something in Arabic and they let him go as well.
"I saw a lot of children and elderly people being shot dead.
"I don’t understand why you would shoot a five-year-old child.
"They were firing at random at anyone who tried to escape."
Hannah Chisholm, a Briton visiting Nairobi, said she and 60 others barricaded themselves into a large storeroom.
"We kept running to different places but the shots were getting louder
so we barricaded ourselves along with about 60 others into a large
storeroom," she said.
"There were children hiding with us as well as someone who had been shot.
"The gunfire was loud and we were scared but at that point we thought
the gunmen were thieves so we assumed they wouldn't try to reach the
storeroom."
Satpal Singh, who was in a cafe when the attackers struck, said he ran downstairs before he was shot near the exit.
"A Somali guy shot at me," he said. "He was carrying a rifle, an AK-47."
A witness, who gave only his first name, Jay, said: "They were not
speaking Swahili. They spoke something that seemed like Arabic or
Somali."

Fourth Briton among 62 Kenya dead

A fourth Briton has been confirmed among the dead in
the terrorist attack on a Nairobi shopping centre as Kenyan security
forces moved in to bring the three-day stand-off to an end.
The Kenyan interior ministry said "almost all" of the hostages have
been evacuated from the Westgate Mall in Nairobi and two militants
killed as security forces have taken "full control of the situation".
In London, Defence Secretary Philip Hammond has chaired a meeting of the Government's Cobra emergencies committee, with David Cameron
set to return to the capital to chair a second meeting later. Mr
Hammond reiterated the Government's offer of help to the Kenyan
authorities. "We stand ready to provide them with any additional
assistance they require," he said. "We will be monitoring the situation
throughout the day."
Downing Street said Mr Cameron - who spoke on Sunday to Kenyan
president Uhuru Kenyatta - offered help in terms of "policing,
intelligence collaboration and other related kinds" of assistance.
The Foreign Office confirmed that four British nationals were now
known to be among the dead - who also included foreigners from France,
the Netherlands, South Africa, Ghana, the United States and Canada. None
of the Britons have been identified officially although one has been
named in reports as Ross Langdon, who had dual nationality with
Australia.
Kenyan interior minister Joe Lenku said that, in all, 62 people have
been confirmed dead - although there are fears the toll will rise as
security forces search the upmarket shopping complex.
The start of the final assault was heralded by a series of loud
blasts and a barrage of gunfire as a pall of thick black smoke began to
rise over the mall. The chief of the Kenyan defence forces, General
Julius Karangi, said the Islamist militants who carried out the attack -
thought to number around 10 to 15 - included fighters from various
countries. He said: "We have an idea who these people are and they are
clearly a multinational collection from all over the world."
Responsibility for the attack as been claimed by al-Shabab - an
Islamist group based in neighbouring Somalia with links to al Qaida.
Kenyan troops have been taking part in an African Union force involved
in helping the Somali government to wrest back control of the country
from al-Shabab.
Earlier, a Twitter account purporting to belong to an al-Shabab
spokesman named a 24-year-old man from London as one of the gunmen. The
@hsm_press2 account listed a string of names it claimed were involved in
the attack before being closed down, as previous usernames linked to
the terrorist group had been.
The Foreign Office said earlier it was investigating suggestions that
British terrorist suspect* Samantha Lewthwaite, who was married to one
of the 7/7 bombers, was among the attackers,but the Kenyan authorities
have now said all the militants were male.

Four of the gunmen involved in the Kenya mall attack
have been named, as police say the number who took part is fewer than
first thought.
A Kenyan military spokesman gave their names as Abu Baara al-Sudani, Omar Nabhan, Khattab al Kene and Umayr.
The men all died in the attack that began on September 21, say officials.
Al Qaeda-linked Somali-based militant group al Shabaab said it carried
out the gun and grenade assault in retaliation for Kenya's military
operations inside Somalia.
Al Sudani, from Sudan, was the leader of the group inside the mall and
had been trained by al Qaeda, said Kenyan military spokesman Major
Emmanuel Chirchir.
He was described as "an experienced fighter and sharpshooter".
Nabhan, a Kenyan of Arab origin, was born in Mombasa and travelled to
Somalia with his uncle at the age of 16, said the spokesman.
The third attacker, Al Kene, is said to be Somali from the capital
Mogadishu, and is linked to al Shabaab Islamist militants, Major
Chirchir said.
The other names of the fourth attacker, Umayr, as well as his nationality and history were "not yet identified", he said.
Al Kene and Umayr are known members of al Hijra, a Kenyan extremist
group affiliated with al Shabaab, according to Matt Bryden, former head
of the United Nations Monitoring Group on Somalia.
At least 67 people were killed in September's assault on Nairobi's Westgate shopping centre.
New video has also emerged showing the four named gunmen during the siege.
It shows the heavily-armed attackers walking through a storeroom in the mall and searching other adjacent rooms.
It is understood that the CCTV pictures captured the gunmen mid-way
through the assault - as many of the victims remained terrified and
trapped inside the mall.
Kenya's government initially said 10 to 15 attackers were involved in
the assault but police now believe between four to six people took part.
"From what we have now that is coming out of the investigation, the
number of attackers was between four to six," police chief David Kimaiyo
told Kenyan television station KTN.
"None of them managed to escape from the building after the attack," he said.
Kimaiyo also confirmed that wanted British "White Widow" Samantha
Lewthwaite - reported to have been one of the attackers - was not
involved.
He said: "On Samantha we have also established that she was not part of the attackers in the building. There was no woman."
Al Shabaab has promised more attacks inside Kenya unless the country's troops are withdrawn. Kenyan President Uhuru Kenyatta has vowed to continue the military mission inside Somalia despite the mall attack.
Mr Kenyatta ordered a commission of inquiry into the attack. The Red Cross says a further 39 people are still unaccounted for.
Meanwhile, Somali al Shabaab militants have claimed foreign forces
raided one of its bases in the early hours of Saturday and attacked a
house.
Forces landed on the beach at Barawe -110 miles south of Mogadishu -
and a gunfight ensued, a spokesman for al Shabaab's military operations,
told the Reuters news agency.
Sky's correspondent Alex Crawford said she had spoken to a "high-level
source" in Somalia who said he believed it was carried out by American
forces.
Pentagon spokesman George Little declined to comment on whether US forces had taken part in the alleged raid.
Four of the gunmen involved in the Kenya mall attack
have been named, as police say the number who took part is fewer than
first thought.
A Kenyan military spokesman gave their names as Abu Baara al-Sudani, Omar Nabhan, Khattab al Kene and Umayr.
The men all died in the attack that began on September 21, say officials.
Al Qaeda-linked Somali-based militant group al Shabaab said it carried
out the gun and grenade assault in retaliation for Kenya's military
operations inside Somalia.
Al Sudani, from Sudan, was the leader of the group inside the mall and
had been trained by al Qaeda, said Kenyan military spokesman Major
Emmanuel Chirchir.
He was described as "an experienced fighter and sharpshooter".
Nabhan, a Kenyan of Arab origin, was born in Mombasa and travelled to
Somalia with his uncle at the age of 16, said the spokesman.

Western forces - believed to be American - have carried out a raid on al Shabaab fighters inside Somalia, it has been claimed.
A resident of Barawa - a seaside town 110 miles south west of Mogadishu - said fighting erupted just before dawn.
Western forces carried out the raid by arriving on the town's beach while it was still dark, an al Shabaab spokesman said.
Officials told the Reuters agency the target had been a Chechen leader of the extremist network, which is based in Somalia.
Al Shabaab said one of its militants was killed, but it is not known if the mission's aim was achieved.
The strike comes exactly two weeks after al Shabaab militants attacked
Nairobi's Westgate Mall, a four-day terrorist assault that killed at
least 67 people in neighbouring Kenya.
The leader of Al Shabaab, Mukhtar Abu Zubeyr, also known as Ahmed
Godane, claimed responsibility for the attack and said it was in
retaliation for Kenya's military deployment inside Somalia.
The Barawa resident who spoke to the Associated Press said that heavy gunfire woke up residents before dawn prayers.
An al Shabaab fighter who gave his name as Abu Mohamed said "foreign" soldiers attacked a house, and fought their way inside.
It prompted militants to rush to the scene in an attempt to capture a
foreign soldier. Mohamed said no foreign forces were seized.
A Somali intelligence official also said the strike was carried out by a
foreign military. Somalia's army does not have the capability to carry
out a stealth night-time strike.

A Western intelligence official said it appeared likely that either US or French forces carried out the attack.
In Washington, Pentagon spokesman George Little declined to comment. A
French government spokesman said its army had not been involved, but did
not comment on its navy.
The British Ministry of Defence said there was no UK involvement.
Many Western militaries have warships that ply the waters off Somalia to keep piracy in check.
Another resident of Barawe, who gave his name as Mohamed Bile, said
militants in Barawe closed down the town in the hours after the assault,
and that all traffic and movements had been restricted.
He said militants were carrying out house-to-house searches to track
down who it was that gave the foreign forces the information.
"We woke up to find al Shabaab fighters had sealed off the area," Mr Bile told AP. "The town is in a tense mood."
In September 2009 a daylight commando raid carried out by Navy SEALs in Barawa killed six people.

'White Widow' Lewthwaite 'Key' In Al Shabaab

Sky News has obtained a Kenyan intelligence report
which for the first time shows the reach of the al Shabaab terror
network - which carried out the Nairobi shopping mall attack - and the
extent of British involvement within the group.
It suggests that Samantha Lewthwaite - the British woman known as the
'White Widow' because she was married to one of the 7/7 London bombers -
is an important figure in the terror outfit, plotting multiple bomb
attacks across Kenya.
Sky has also been given access to a personal diary of hers which gives a
fascinating insight into her mind, where she talks about her ambitions
for her children and her love for her husband.
The intelligence report, which is 35 pages long, gives a detailed
breakdown of how the network is operating throughout Africa with
recruits and cells working in a huge range of countries including
Somalia, Uganda, Burundi, Zambia, Tanzania, Mali and South Africa as
well as further afield in Yemen and Pakistan.
But what seems clear is that the group's stronghold and focus is in
Kenya with major operational bases in the capital Nairobi and Mombasa.
The report is highly damaging for the Kenyan authorities as it also
shows there were clear warnings up to eight months ago that a
"Mumbai-style attack" was being planned in Nairobi on the Westgate
shopping mall.
It goes on to identify 29-year-old Lewthwaite as a "logistician" within
a six-person terror cell which the Kenyans believe was co-ordinated by
Abdulkadir Mohamed Abdulkadir, whose alias is Ikrima.
Ikrima is a Kenyan who the authorities believe has been elevated to al Shabaab management.
He was the target of the US Navy Seals' mission last weekend which set
out to "capture or kill" him from the Somalian port town of Barawe.
The mission was aborted when the Seals encountered tougher resistance than expected when they landed.
The other members of the terror cell Ikrima was co-ordinating include
Fahmi Jamal Salim, who is apparently the cell leader and who the
intelligence agencies believe is now married to Lewthwaite.
Other members are said to be Jermaine Grant, who is currently on trial in Mombasa on terror charges which he denies.
The report details how the group was plotting multiple attacks
targeting the Kenyan parliament buildings, UN offices in Nairobi,
restaurants and a string of assassinations focusing on senior
politicians within Kenya.
Kenyan intelligence believes Lewthwaite was living in an exclusive
villa in the Shanzu area of Mombasa when the attacks were being planned.
A police raid on a nearby apartment rented by Grant - which led to his
arrest - then prompted a subsequent raid on the upmarket villa where
Lewthwaite was living with her children.
But the mother-of-four was not there. The police say they found a stash
of ammunition there as well as a laptop and excerpts of a diary or
journal which Lewthwaite had begun writing.
The journal appears to be the start of a book which Lewthwaite was
working on entitled I Want To Be A Mujahid (Islamic military fighter).
It outlines questions she was going to pose to interviewees as well as
gives an insight into her love for her husband and reveals a little
about how she is bringing up her children.
She writes with pride about how two of her children want to emulate
their father - Jermaine Lindsay, who was one of the London 7/7 bombers
in the Tube and bus attacks in 2005 which killed more than 50 people.
She recounts how her husband had asked her children what they wanted to be when they got older.
Lewthwaite writes: "Both had many answers but both agreed to one of wanting to be a mujahid."
She goes on to express her commitment and desire to be a good Muslim
and how blessed she believes she is to have been married to a shaheed
(martyr) in reference to her suicide-bomber partner.
We managed to persuade one of Kenya's most controversial religious
scholars to sit down with us and talk about his views - which have led
to him being accused by the UN of recruiting al Shabaab fighters and
raising funds for the outfit.
Sheikh Abubakar Shariff, who is also known as Makaburi, told us the accusations against him were all "b*******". BULLSHIT!
He accused the Kenyan government of waging a religious war and allowing
the persecution of Muslims who he believes are all being targeted and
labelled as terrorists in the wake of the Westgate mall attack.
"Because of the failings of our Government and our military and police
in stopping the attack, we, as Muslims, are all being targeted now," he
told me.
Makaburi who is also accused by the Kenyan authorities of inciting
violence and of encouraging young men to take up jihad (or Holy war) in
Somalia, denied he was a member of al Shabaab but said: "I am a Muslim. I
speak truthfully. I might have association with al Shabaab without me
knowing they are from al Shabaab.
"I cannot say no, I don't know al Shabaab. Maybe one of my friends is
a member of al Shabaab without me knowing. But do I have, what you call
it, ties with al Shabaab? No, I don't."
He went on to say under his interpretation of the Koran, the Westgate
attack was justified(O HOLY SHIT!) because of all the wrongs being meted out to
Muslims by the West, the Kenyan Defence Force (who are fighting al
Shabaab in Somalia), Ethiopians and other military in "Somalia,
Guantanamo Bay, Iraq and all over the world every day".
There is little chance the woman being hunted by Interpol is still in
Mombasa, but what the intelligence report indicates is it is now a major
hub as well as gateway to terrorism for those bent on violence.

The
CIA inadvertently gave a terrorist leader the finances and credibility
he needed to mastermind a major attack, claims a former spy. Intelligence
officer Morten Storm from Denmark was asked by the CIA to build a
relationship with the head of militant group Al-Shabab, the group behind
September's attack, and handed over money and equipment on behalf of
Western intelligence agencies to cultivate the group's trust.
In
2008 he started to forge close contacts with the leader Abdukadir
Mohamed Abdukadir, also known as Ikirma, in a bid to uncover information

When Storm first met Ikrema he was a messenger for Ahmed Abdulkadir Warsame, an al Shabaab leader, according to a report by CNN. Their
first encounter was at a Somali restaurant on the first floor of the
Jamia shopping mall next door to the main mosque in Nairobi. Two other
jihadists were there with Ikrema.
Storm
was meeting with Ikrema (FOR 4 YEARS ???) in order to get messages and equipment to
Warsame. Storm was known to Warsame and to Ikrema as a fellow jihadist.
But the relationship broke down in
2012 when Storm left the CIA due to a ‘disagreement over a mission’ and
he now claims the plan to provide Ikirma with money and equipment may
have backfired spectacularly.
He
also believes that had his relationship with the CIA not faltered he
could have helped capture or kill the man believed to have gone on to
plan the September attack on Westgate Mall.
Storm converted into to Islam after spending time in prison and developed extreme jihadist views and moved to Yemen in 2001.
He
became trusted by fundamentalists and became involved in militant
activities, including recruiting soldiers to fight in the Taliban.
However
he was recruited by the CIA, MI5 and the Danish intelligence service,
PET, as a double agent to information on operations in Yemen and Somalia
and prevent attacks in Europe. When
Storm first met Ikirma, he
was only a messenger for the jihadists and was sent to pick up an
electronic device from the Danish agent by one of the groups then
leaders.

Storm became trusted by fundamentalists and
became involved in militant activities, including recruiting soldiers to
fight in the Taliban
As the relationship developed, Storm claims that the CIA, using him as a middle man, gave
him resources, equipment and the authority he needed to mastermind a
major terrorist attack, similar to the one in Nairobi which killed 67
people.
Storm, who has
since retired from duty, told CNN that in March 2012 PET had offered him
one million Danish krone (£125,000) to lead them to Ikrima on behalf
of the CIA.
He was offered
the job after he was paid £156,000 ($250,000) to meet with Anwar
al-Awlaki, an Islamic militant who was killed in a drone strike in 2011. Storm said Ikrima was
at the centre of a global network connecting a number of terrorist
operatives in Somalia, Kenya, Yemen, and the West and had emerged as the
chief handler of foreign fighters because of his language skills and
level of education. Even
though Storm is not aware of the exact role Ikrima played in the attack
in Nairobi, he knows his track record and believes he had the
capability to be one of the masterminds.
The
former agent also insisted he might have been given an insight into the
plans had he still been working for Western intelligence, but his
relationship with PET and the CIA ended in mid-2012 after a disagreement
following a mission in Yemen. ???

He said: 'I get really frustrated to
know that Ikrima had been maybe involved in the Westgate terrorist
attack. It frustrates me a lot because it could have been stopped and
I'm sad I can't be involved in this.'
'He was one of the smartest ones I met in east Africa.'
One
of Ikrima's former associates also told CNN in Nairobi that he was the 'main
link' between Somalia and the Kenyan-based militant group Al Hijra.
Now
Western counter-terorrism officials fear his reputation in Jihadist
circles worldwide will be bolstered by his escape during the U.S.Navy
SEAL operation in Somalia last week, and he is now in a position to plan
more deadly attacks in Europe and Africa.
CNN reporter Nic Robertson,
who interviewed Storm, told MailOnline: 'He is frustrated because he
gave equipment and material to Ikrima which allowed him to build up his
credibility in Al-Shabab.
'When he first met him 2008, Ikrima was just a messenger in a group and now he is head of the organisation.
'Storm's
viewing is that had the CIA paid closer attention ??? to Ikirima and had
the plans that were being put in place for Storm to keep closer tabs ??? on
him followed through, then there would be more information on their
operations and potential targets. 'It
would have allowed Storm to develop closer contacts ??? with Ikirma, and
would have enabled him to find out what they were thinking and what they
were planning.???
'His
accounts of where he was and what he was doing has all checked out.
Encrypted emails he has sent and received show he was in central
position ??? in the relationship.

Storm
started his jihadist career in Yemen and, after he made contacts
contacted the CIA, as well as Danish security agency and MI5. Mr
Robertson added: 'Storm provides a rare opportunity to see inside
agencies. It provides a rare insight into the way that they work. 'To get closer into an organisation you need to build relationships. It can be a double-edged sword and in this case it was. 'It put a smart guy in a position of power for a very negative effect.

'Storm believes the
attacks could have been thwarted. He is not involved in this anymore so
he doesn't know if Ikrima actually had a direct role. 'But
he knows Ikirma's track record. Storm was seen as an important
connection who could move between their worlds in Yemen and Somalia and
the rest of the world.' Ikrima is believed to be able to
speak five languages - Norwegian, Swahili, Arabic, Somali, and English -
which puts him in a position of authority in Al-Shabab. Now said to be in his late twenties he was born into a middle class Somalian family in Mombassa, Kenya.
His family then moved to Nairobi where the young Ikrima excelled at school in the languages, including French.
After
a successful education, he traveled to Norway in 2004, because of the
potential economic opportunities in Europe, and took advantage of his
Somali ethnicity which allowed him to apply for refugee status.
Despite being given documents to stay in the country, he did not fit in and started to become radicalised. Just four years later, he left Europe and returned to East Africa.
It is also believed Ikrima spent some time in Britain and lived in London for between six and 12 months.
The CIA would not comment on the story and PET said they could neither confirm or deny they knew Storm.
